Use new config friendly formatting strings.

This makes it more obvious why `hpc` depends on `time` in the first
place, i.e. for the sole purpose of using the `UTCTime` type.

released GHC versions this package is expected to work with.

The `build-depends` have been updated to match the library version
ranges shipped with the GHC versions for which compilation currently
succeeds.

It's now classified as a multimod_compile_and_run so that we can tell
it where its source file is.

This stops its .hpc directory overlapping with that of the tough test,
which was causing test failures when running the testsuite in parallel.
