Reinstate old signature for 'makeForeignObj', i.e.

  makeForeignObj :: Addr -> Addr -> IO ForeignObj

combining the primitive 'makeForeignObj' and addForeignFinalizer(+).

The primitive ForeignObj constructor is now exported as 'mkForeignObj'
