* swapped ST and LazyST.
* remove thenStrictST and thenLazyST from the main definition, noting
  that Hugs implements these.
* added strictToLazyST and lazyToStrictST in module LazyST.

Update for latest versions of SGML-Tools, and add labels to the
section headings.
