Add ghc-arm-runner and ghc-perf-runner

Unfortunately, I implemented this before I learned of the existence of this repo. They ended up very similar to ci-worker.nix, which is perhaps unsurprising.

I have left cleanup for another ticket (#2 (closed)), which I'll add to my someday/maybe list.
