Changes required for wasm backend work

Cheng Shao requested to merge wasm-updates into master
  • Install latest python3 in deb9/ubuntu18 images since systemwide version is too old, and ghc!9515 (merged) requires our python3 to be at least 3.7
  • Updates wasm image to alpine3_17.
