Make ghc-debug-brick available as a library

In the instrument app for the ghc persistent worker for Mercury we have included ghc-debug-brick so you can inspect the worker with a press of a button. To be able to do this we need have ghc-debug-brick available as a library, so we can skip the initial selection screen.
