      Test num009 fails different results. #15062 lists more issues on other
      platforms. Test T14894 fails because DWARF support is not implemented in
      the PowerPC native code backend. T5435_v_asm_b fails because the runtime
      linker is not implemented for PowerPC 64-bit systems.

      Another round and attempt at getting these down to 0.
      
      We really should re-enable the CI and not wait for those cloud based ones.
      
      I've disabled the backpack tests on windows as they are too broad, they test
      as much the shell as they do the compiler.
      
      The perf tests have been too long to track down. but the numbers are horrible
      but I don't see them getting fixed so just have to accept them.
      
      T9293 has new windows specific output because a Dyn way only flag was added.
      This will of course not work on non-Dyn way builds.

      get/setAllocationCounter didn't take into account allocations in the
      current block. This was known at the time, but it turns out to be
      important to have more accuracy when using these in a fine-grained
      way.

      rts: Add --internal-counters RTS flag and several counters · 2918abf7

      The existing internal counters:
      * gc_alloc_block_sync
      * whitehole_spin
      * gen[g].sync
      * gen[1].sync
      
      are now not shown in the -s report unless --internal-counters is also passed.
      
      If --internal-counters is passed we now show the counters above, reformatted, as
      well as several other counters. In particular, we now count the yieldThread()
      calls that SpinLocks do as well as their spins.
      
      The added counters are:
      * gc_spin (spin and yield)
      * mut_spin (spin and yield)
      * whitehole_threadPaused (spin only)
      * whitehole_executeMessage (spin only)
      * whitehole_lockClosure (spin only)
      * waitForGcThreadsd (spin and yield)
      
      As well as the following, which are not SpinLock-like things:
      * any_work
      * do_work
      * scav_find_work
      
      See the Note for descriptions of what these counters are.
      
      We add busy_wait_nops in these loops along with the counter increment where it
      was absent.

      Make RTS keep less memory (fixes #14702) · 0171e09e

      Currently runtime keeps hold to 4*used_memory. This includes, in
      particular, nursery, which can be quite large on multiprocessor
      machines: 16 CPUs x 64Mb each is 1GB. Multiplying it by 4 means whatever
      actual memory usage is, runtime will never release memory under 4GB, and
      this is quite excessive for processes which only need a lot of memory
      shortly (think building data structures from large files).
      
      This diff makes multiplier to apply only to GC-managed memory, leaving
      all "static" allocations alone.

      Previously `splitEnv` worked like this:
      
          > splitEnv "foo:::bar::baz:"
          ["foo","","","bar","","baz",""]
      
      with this patch:
      
          > splitEnv working_dir "foo:::bar:baz:"
          ["foo",working_dir,working_dir"bar","baz",working_dir]
      
      This fixes #14695, where having a trailing `:` in the env variable
      caused ghci to pass empty `-B` parameter to `gcc`, which in turned
      caused the next parameter (`--print-file-name`) to be considered as the
      argument to `-B`. As a result ghci did not work.
      
      The `working_dir` argument is to have a similar behavior with POSIX:
      according to chapter 8.3 zero-length prefix means current working
      directory.

      Support LIBRARY_PATH and LD_LIBRARY_PATH in rts · 87917a59

      `LIBRARY_PATH` is used to find libraries and other link artifacts while
      `LD_LIBRARY_PATH` is used to find shared libraries by the loader.
      
      Due to an implementation detail on Windows, using `LIBRARY_PATH` will
      automatically add the path of any library found to the loader's path.
      
      So in that case `LD_LIBRARY_PATH` won't be needed.
      
      Test Plan:
      ./validate along with T14611 which has been made Windows only
      due to linux using the system linker/loader by default. So I feel a
      testcase there is unwarranted as the support is indirect via glibc.

      It also fixes the `libstdc++-6.dll` error harbormaster
      was showing.
      
      I'm marking some tests as isolated tests to reduce their
      flakiness (mostly concurrency tests) when the test system

      Add stack traces on crashes on Windows · 99c61e22

      Summary:
      This patch adds the ability to generate stack traces on crashes for Windows.
      When running in the interpreter this attempts to use symbol information from
      the interpreter and information we know about the loaded object files to
      resolve addresses to symbols.
      
      When running compiled it doesn't have this information and then defaults
      to using symbol information from PDB files. Which for now means only
      files compiled with ICC or MSVC will show traces compiled.
      
      But I have a future patch that may address this shortcoming.
      
      Also since I don't know how to walk a pure haskell stack, I can for now
      only show the last entry. I'm hoping to figure out how Apply.cmm works to
      be able to walk the stalk and give more entries for pure haskell code.

      Get utf8 encoded arguments before we call hs_init and use them
      instead of ignoring hs_init arguments. This reduces differing
      behaviour of the RTS between windows and linux and simplifies
      the code involved.
      
      A few testcases were changed to expect the same result on windows
      as on linux after the changes.

      configure: Coerce gcc to use $LD instead of system default · 625143f4

      The configure script will now try to coerce gcc to use the linker
      pointed to by $LD instead of the system default (typically bfd ld).
      Moreover, we now check for `ld.gold` and `ld.lld` before trying `ld`.
      
      The previous behavior can be reverted to by using the new
      --disable-ld-override flag.
      
      On my machine gold seems to trigger an apparent infelicity in
      constructor behavior, causing T5435_asm to fail. I've opened #13883 to
      record this issue and have accepted the questionable constructor
      ordering for the time being.

      Now that we throw an exception for heap overflow, we should only print
      the heap overflow message in the main thread when the HeapOverflow
      exception is caught, rather than as a side effect in the GC.
      
      Stack overflows were already done this way, I just made heap overflow
      consistent with stack overflow, and did some related cleanup.
      
      Fixes broken T2592(profasm) which was reporting the heap overflow
      message twice (you would only notice when building with profiling
      libs enabled).

      The script I used is included as testsuite/driver/kill_extra_files.py,
      though at this point it is for mostly historical interest.
      
      Some of the tests in libraries/hpc relied on extra_files.py, so this
      commit includes an update to that submodule.
      
      One test in libraries/process also relies on extra_files.py, but we
      cannot update that submodule so easily, so for now we special-case it
      in the test driver.
