Doc the -L ghc-pkg option.

Update ghc-pkg documentation w.r.t. multiple config files, and add
documentation for 'auto' packages.

fix markup slightly

Add a note about the profiling versions of the interface files in a package.

Add notes on how to build a .a file to the docs, as requested by Koen
Claessen.

Various hacking on the User's Guide to knock it into shape for the release.

More documentation rewriting...  I'm particularly proud of the "flag
reference" section, please check it out.
