Bump version to 4.03.

Update for version 4.02

merge from 4.01

Make version.mk include path fptools absolute (sigh)

Project specific settings now reside in config.mk; version info in version.mk

When booting from .hc files, turn off %.hc: %.l?hs suffix rules too

Misc fixes to setup for booting via .hc files

Remove redundant PROJECT{VERSION,NAME,PATCHLEVEL} in favour of
ProjectVersion etc. from config.mk.in.

nuke GHC_DEBUG_HILEV_ASM and GHC_GCC_IS_AVAILABLE - never used.

don't set $(WAYS) in ghc/mk/paths.mk, set it explicitly in the
Makefiles where it is required (compiler/Makefile, lib/Makefile and
runtime/Makefile).

Remove the overriding of $(WAYS) from utils/*/Makefile.

No need to eliminate warnings for overlapped patterns in
Happy-generated parsers any more.

Don't compile OccurAnal with -O if we're using a pre-version-2 GHC,
since it seems there's an optimiser bug.

Turn all ugen generated files into read-only

Makefile for building objects several ways, for libraries and runtime system

restore parts of rev 1.1.2.3, the GHC_BUILD_FLAG flags are used in
ghc.lprl as patterns so we can't just remove them.

remove WAYS stuff, this is in buildinfo.mk and buildflags.mk

don't use SETUP stuff anymore.
