bindist built in docker won't install
Building with https://ghc.haskell.org/trac/ghc/wiki/Building/Preparation/Linux#Docker as follows

Thereafter

Fails with

The path /home/ghc/libraries/ghc-prim/ghc-prim.cabal
is the absolute path to the file in the docker file system, i.e. it is the location when the tar was constructed.
