GADT syntax for newtype causes tcConDecl exception

$ cat Bug.hs
{-# OPTIONS -fglasgow-exts #-}
module Bug where
newtype Bug a where Bug :: a -> Bug a

$ ghc -c Bug.hs
ghc-6.6: panic! (the 'impossible' happened)
