PosixTTY's testLocalFlag has c_iflags instead of c_lflags

PosixTTY.terminalMode uses the local function
testLocalFlag.
In 5.04.3 (and 5.04.2) testLocalFlag has "c_iflags" where
"c_lflags" is desired.
