Drop GCC Driver

The original reason for the Windows GCC driver was to correct hard-coded paths in the GCC build from the msys project. The msys2 builds we now exclusively use no longer have these issues.

Which means 90% of the reason for the driver is gone. Given the recent issues with the driver. We can/should simplify things and drop it.
