prof_hc_hb way failures on CI

It seems like we have non-deterministic prof_hc_hb problems that are caught by the CI sometimes:
Another ticket for profiling build problems: #15508 (closed). I fixed a few bugs in that ticket, but there are at least two more bugs to fix.
