hadrian: ghcDebugged option doesn't build ghc with `-debug`

I made a simple flavour to build GHC with the debug rts enabled.

dbg = defaultFlavour { name = "dbg", ghcDebugged = True }

But alas, ghc +RTS -Dl doesn't work and grepping the source code indicates that the option is not used for anything significant.
