Is the `$(TOP)/ANNOUNCE` file unnecessary now?

Currently, release announcements of ghc are made on ghc blogs and wikis [1][2][3].

Because maintaining $(TOP)/ANNOUNCE file is expensive, how about deleting the $(TOP)/ANNOUNCE?

Shall I send MR to delete it?
