Can't configure GHC

Summary

Unable to configure GHC.

Steps to reproduce

Download a mac os version of ghc, unzip it, and run ./configure. See the following:

checking for path to top of build tree... /Users/marnold/Downloads/ghc-7.8.1
Build platform inferred as: x86_64-apple-darwin
Host platform inferred as: x86_64-apple-darwin
Target platform inferred as: x86_64-apple-darwin
GHC build  : x86_64-apple-darwin
GHC host   : x86_64-apple-darwin
GHC target : x86_64-apple-darwin
checking for perl... /usr/local/bin/perl
checking for a BSD-compatible install...

It hangs here seemingly forever (at least several hours).

Expected behavior

Correctly configure GHC.

Environment

GHC version used: Tried with several, all failed in the same way
Operating System: MacOS 10.14.4
