Work out and document how to build GHC with eventlog enabled

I want to build GHC with tracing (the eventlog) enabled. So far I have not succeeded by trying to replicate the approach taken by ghcDebugged.

The criteria for success is invoking the resulting executable with +RTS -l would produce an eventlog.
