Hadrian CI build doesn't build stage 1 compiler with assertions enabled

I find that the hadrian first-level CI build for whatever reason don't build a stage 1 compiler with assertions enabled. At least the make-based CI validate build gets tripped up by them when the hadrian-based doesn't. Here's an example https://gitlab.haskell.org/ghc/ghc/pipelines/8636.
