[hadrian] stack dependencies build broken (again)

Summary

Can't build hadrian against HEAD (867534750bcf66f6243f0b7d2d9ec11fa1defd04).

Error: While constructing the build plan, the following exceptions were
encountered:

In the dependencies for happy-1.19.11:
    Cabal-3.1.0.0 from stack configuration does not match <3.1  (latest matching
                  version is 3.0.0.0)
needed due to hadrian-0.1.0.0 -> happy-1.19.11

Steps to reproduce

hadrian/build.stack.sh --configure --flavour=quickest -j

Expected behavior

The command should result in the build of a stage1 ghc.
