Give warnings for deprecated flags
We've accumulated a number of deprecated GHC flags (many have a comment to that effect in the source). We should give a warning when they are used.
We may also want to warn when a flag that can be given as a LANGUAGE is used in an OPTIONS_GHC pragma; in particular, if any -XLanguage flag is used.
