GhcThreaded is broken and not supported by Hadrian

As noted on ghc-devs, the GHcThreaded variable of the make build system is currently broken. Moreover, I noticed that it is not supported by Hadrian.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
