Move Windows CI pipeline to PowerShell

It turns out that gitlab-runner is going to deprecate support for the cmd shell in June.

Moreover, the i386 pipeline is currently broken.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
