Reinstate profiling support on 32-bit Windows

As noted in #15934 (closed), we currently disable profiling support due to the lack of bigobj support in binutils's 32-bit ld implementation.

@Phyx said he will try to implement such support so that we again make i386/Windows a Tier 1 platform.
