Don't list targets in Hadrian --help

Currently hadrian --help shows a long list of targets. However, I've found that I typically am looking for a flag name, not a target, when using --help. Consequently, the target list more often than not only serves to hide the information I'm looking for.

Let's move the target list to a new flag, e.g. --help-targets.
