Rework the RULES story for `elem`.

Currently the build/elem rule (almost?) never fires.

A way to fix this was pointed out by @phadej however it ended up regressing the case of looking through strings without any other changes.

The is an attempt to fix both the broken rule, and avoid the regression when dealing with strings in one go in !2580 (closed).
