Bump bytestring to gain Builder fix

There is a rather serious bug in bytestring's Builder implementation which we need to ship in:

bytestring release status tracked at https://github.com/haskell/bytestring/issues/214.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
