`fromPureHFPlugin` function is referenced in the user guide but has been removed

Summary

In !3454 (merged) we've found out that fromPureHFPlugin function has been removed in 7ab6ab09 but is still referenced in the user guide.

We shouldn't reference it here or put it back in GHC.Tc.Errors.Hole
