Fix Haddock documentation in Hadrian Windows build

I have recently switched our bindist builds on Windows to Hadrian (as make is incredibly flaky currently on Windows) but found that Haddock documentation is not packaged in the binary distribution. I haven't confirmed whether this is also the case on Linux.

Regardless, this is something that will need to be fixed before %9.0.1.
