GHCi slow to start on OpenBSD

Summary

Starting with !3433 (closed) it takes 4 minutes to get into ghci on OpenBSD. Resolution of this has been previously discussed in !3433 (closed) by @bgamari and @angerman.

Steps to reproduce

echo :q | time ghci is very slow.

Expected behavior

Start instantly.

Environment

• GHC version used: 8.10.2 (mainline change aedfeb0b)
