document release notes for ghc 9.0.0 with workaround for ghc-pkg on 9.0.0 with cabal 3.0 does not list user installed packages

from issue #17341: ghc-pkg on 8.8.1 with cabal 3.0 does not list user installed packages.

Please document the following workaround in the ghc 9.0.0 release notes:

ghc-pkg list -f $HOME/.cabal/store/ghc-9.0.0.20200925/package.db
ghc-pkg list

ghc 9.0.0 alpha
