Fix hscFrontendHook

Since eb629fab, hscFrontendHook is unused in the compiler. We should either remove it or re-add it (with a test).

This seems to be used to implement some Haddock performance patch, see: https://github.com/haskell/haddock/issues/1256

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
