Platform-specific assertions are not checked in CI

I learned today that only one CI configuration, on Linux/Debian9, builds in DEBUG mode. This means that any platform-specific ASSERTs on other platforms are effectively ignored by CI. This seems like a large blind spot -- large enough that, if we decide that it's a necessary blind spot, I would want some way of issuing errors to anyone who tries to ASSERT in platform-specific modules.

Have a captured the state of play accurately? Do others agree this is a problem?
