Bump bytestring to 0.11

This is a tracking ticket to track what needs to be done before bytestring-0.11 can used in master.

  • parsec needs bytestring bound bumped (TODO)
  • haskeline bound needs bytestring bumped (https://github.com/judah/haskeline/pull/149)
  • unix needs bytestring bound bumped
  • Cabal needs bytestring bound bumped
  • unix needs base bound bumped
  • process needs unix bound bumped
  • bump text submodule
  • bump Cabal submodule
