Make a single Hadrian rule that bundles all the ritual needed for lint:compiler

Currently, the Gitlab CI stanzas dedicated to compile the necessary parts of the compiler for lint:compiler to run are pretty numerous. It would be advantageous to bundle them all in one phony Hadrian rule.
