[Hadrian] _build/stage1/bin/ghc link failure on HEAD

Summary

Hadrian build failure: Can't link stage1 ghc (ld: library not found for -lHSrts-1.0_thr_l). The make build is OK.

Steps to reproduce

Tested at 773e2828fde4d8f640082b6bded9945e7b9584e3 with command ./boot&& ./configure&& hadrian/build-stack flavour=quickest -j

Expected behavior

_build/stage1/bin/ghc executable is produced.
