Hadrian doesn't produce ghcii.sh

On Windows the make build system produces a wrapper script, ghcii.sh, which is necessary due to signal handling silliness. Currently hadrian does not produce this file. See https://github.com/ghc/ghc/blob/e393f213f5ccff4fd6034d5294e51aa5a2720890/driver/ghci/ghc.mk#L54.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
