Hadrian exposes non-sensical stage0 targets

Currently Hadrian exposes targets like stage0:lib:base; this is non-sense: Hadrian cannot build the stage0 base library.. This causes confusion for users (e.g. see #19282 (closed)). I'm not sure how easy it will be to fix this.
