validate statically linked GHC build in CI?

In #19763 (closed) a problem surfaced that I think could have been caught by CI.

If statically linked GHC is a supported configuration (I certainly hope it is!) we should perhaps build & test it in CI. Perhaps add another build or change one of the existing linux builds.
