Install rules intermittently fail due to mkdirhier

@maerwald reports that ghc/ghcup-hs> users have observed occassional instances of bindist installation failing due to mkdirhier (haskell/ghcup-hs#128 (closed)). This CI job appears to have failed in a similar way: https://gitlab.haskell.org/haskell/ghcup-hs/-/jobs/682374#L2086

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
