GHC.Driver.Pipeline doesn't export the `compileForeign` and `compileStub` functions

These functions are needed for re-implementations of the driver (like in haskell-language-server) to properly support foreign exports.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
