ghci panic in windows

ghci panic while opening

Steps to reproduce

when I run ghci in git bash, it show below

GHCi, version 8.10.6: https://www.haskell.org/ghc/  :? for help
ghc.exe: fd:3: hGetContents: invalid argument (invalid byte sequence)
ghc.exe: panic! (the 'impossible' happened)
  (GHC version 8.10.6:
        thread blocked indefinitely in an MVar operation

when I run in cmd.exe or powershell, usually ghci crashed and exit (no any message), seldom it works.
