Add Haskell specific dwarf attributes to binutils

GHC has it's own tags that are also recgonized by the dwarf5 standard afaik. However they currently only show up as "Unknown user tag" or something along these lines when dumping dwarf info via e.g. objdump.

It would good to add support for these to upstream binutils. But it's certainly low priority.
