Flags implied by -dynamic can get out of sync with flags used by -dynamic-too

The flags which ways imply are specified by wayGeneralFlags, but this list isn't used by -dynamic-too which checks the dynamicNow status in gopt! Therefore these lists of flags could easily get out of sync if someone adds one to either place but not the other.

Similary, targetWays_ should be updated in the DynFlags when dynamicNow is set rather than being modified by the ways accessor.

My opinion is that when dynamicNow is set, then the implied flags should be set (in the same manner as when -dynamic is passed on the command line).
