CI on the ghc-9.2 branch is broken

The CI on the ghc-9.2 branch has been failing for a couple of months due to a failing perf test (example):

Unexpected stat failures:
   perf/compiler/T13056.run  T13056 [stat decreased from i386-linux-deb9 baseline @ 05c5c0549bee022be84344cef46f0eded5564c3b] (optasm)

This prevents any new GHC 9.2 bindists from being built, which in turn prevents the head.hackage CI from working. See head.hackage!180 (comment 379638).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
