ghc-compact hackage page has broken links

The hackage page for ghc-compact links to the old issue tracker and repository url.

The information in libraries/ghc-compact/ghc-compact.cabal looks correct. So, I'm guessing these changes just haven't propagated to hackage as there hasn't been a release in a while
