Bump bytestring submodule to 0.11.3.1

bytestring is edging closer to 0.11.2.0 release, but I ran into issues trying to bump bytestring submodule in !7122 (closed). The issue is that bytestring-0.11.2.0 now depends on template-haskell, which apparently confuses make-based builds, but I have no clue how to fix it. Could someone possibly please help me out with this?
