The prefetch primops should have proper haddocks

Location of documentation issue: Haddocks of ghc-prim and GHC.Exts in base

These operations currently don't have any haddocks at all, making it very hard to discern what they do.

The existing documentation in primops.txt.pp should also be included in the haddocks.
