Bump text submodule

We will need to bump the text submodule for 9.4 due to the Windows rework (#21019 (closed)). Unfortunately, this is complicated by the fact that text is now unbuildable on 8.10.7, our current bootstrap compiler, due to #21015 (closed). Consequently, we will also need to bump the bootstrap compiler to %9.2.2.

Finish ci-images!94 (merged)
Bump ci-images> commit in ghc>

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
