Linker unloading tests fail on Windows due to failure to remove exception handlers

Currently linker_unload and linker_unload_multiple_objs fail on Windows with numerous errors of the form Unable to remove Exception handlers for Test.o.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
